If you visit a beauty store or salon, you should be able to find several different pedicure kits for sale for less than $45. You may even get a better deal on the Internet. In any case, get one that includes all the basic tools at the very least, and additional goodies like lotions and foot softeners if you can.
A pedicure is basically a manicure for the feet, and uses all the same tools and then some. In addition to files, emery boards, and buffers, you need a foot bath to soak in, cotton balls to separate the toes, and a heavier-duty pair of clippers than what you'd use on your fingernails.
